Oatmeal Chocolate Chip Cookies

c1 cup brown sugar packed                                       
1/2 cup safflower oil
1 cup brown sugar firmly packed                                         
1 cup milk                                                     
1 teaspoon vanilla extract                                     
4 1/2 cups old-fashioned oats quick-cooking                    
2 cups whole wheat flour                                       
1 teaspoon baking soda                                         
3/4 teaspoon salt                                              
1 cup raisins or semi-sweet chocolate chips                            

Mix brown sugar, oil, milk, and vanilla.  Stir in remaining ingredients, adding raisins or chocolate chips after other ingredients are thoroughly mixed.
Shape dough into 1-inch balls.  Place about 3 inches apart on a cookie sheet coated with nonstick cooking spray.  Flatten cookies with the bottom of a glass dipped in water.  Bake in a 375 degree oven until golden brown, about 8 to 10 minutes.  Then immediately remove from cookie sheet.  Makes about 7 dozen cookies.
